Amid Cape Town’s deepening housing crisis, fuelled in part by the rapid growth of short-term rentals, the City of Cape Town has moved to clamp down on what it describes as the “gaming of the system” by short-term letting operators who pay residential property rates while effectively running commercial accommodation businesses.
