Deputy national police commissioner Shadrack Sibiya fiercely denied being a rogue police officer when he testified before Parliament’s ad hoc committee – but, according to Crime Intelligence head Dumisani Khumalo, he was being protected by a convicted car hijacker when he gave that evidence.
