The embattled municipal manager of the Free State’s Fezile Dabi District Municipality, Sipho Thomas, has suffered a major legal blow after the Free State High Court in Bloemfontein dismissed his urgent application to have his suspension set aside and halt ongoing disciplinary proceedings against him.
